UCLA enacted in Washington!

by Talia Katz May 06, 2013

Congratulations to King County Collaborative Law and it’s Legislative Committee on the recent passage of the Uniform Collaborative Law Act in Washington! Last Friday's signing by Gov. Jay Inslee brings the total number of jurisdictions in which the UCLA has been passed to seven, with the legislation having been introduced and pending in an additional six jurisdictions.

For the past two years, KCCL took a leading role in seeking the enactment of the UCLA by the Washington State Legislature. Friday's signing was an exciting culmination of a great deal of hard work by the KCCL's Legislative Committee, chaired by Mark Weiss and many Collaborative colleagues in Washington including Mary Sakaguchi, Sara Wahl, Mike Fancher, Dena Allen, Gerri Newell, Jamie Llewelyn, Courtney Story, John Burke, Kristin Little, Steve Fisher, Angela Lee, Jessica Jensen.  Kudos to you all!!!

It was a lot of work, but it was very interesting seeing the legislative process in operation.  We felt what really helped put it over the top (as opposed to the previous year), was the decision to hire a professional lobbyist to assist us.  What helped the most was having the inside information about what was happening, who was saying what, etc., so that we could step in where needed.  I can think of two instances in particular, one where we made an emergency trip to the capital for a 10 minute talk with a key Senator which relieved some concerns he had, and some email/phone contacts we arranged to another key Senator from some Collaborative professionals from his part of the state, after he made a comment about this just being a project of "those liberal Seattle lawyers".

Congratulations to the folks in Washington. Since enactment in Washington, the UCLA has been enacted in Alabama. There are now eight jurisdictions with the UCLA: Washington, Alabama, Ohio, Texas, Nevada, Utah, District of Columbia and Hawaii. No further enactments are expected for 2013, but 2014 and 2015 should prove to be a time for high-interest in the UCLA. The Forum in San Antonio will explore the UCLA and ethics. Please try to attend. Harry Tindall
